Council Berms, Driving and Parking Clarification

It is not economic for homeowners to buy lawnmowers when the only grass they have to mow is a berm because thousands of people have to go out and buy/store lawn trimmers. It is important to manage the council areas well and to understand that it is more economic to have one specifically designed ride-on mower to do the work of 20 people.
